ZEW SAP Congress for Innovative Future Policy - Germany Has to
Catch up:
Digitalisation is entering the German economy, causing the need for
change - whether or not companies and government want that. The
essential matters of this trend are: How sustainable is Germany's
current economic success and what supports tomorrow's growth? The
"Congress for Innovative Future Policy - Germany's Digital Race to
Catch up?", jointly hosted in the Baden-Württemberg State
Representation in Berlin at the 19 February 2016 by the Centre for
European Economic Research (ZEW) and SAP Germany SE, was dedicated to
that issue and came up with practical solutions.

ZEW President Clemens Fuest - "China Requires a Shift in Economic
Policy":
The effects of the bombshell at the start of 2016 spread from China and
had an impact on investors around the world. Within the space of a few
days, the Chinese stock exchange fell by 15 per cent. Negative
assessments of China's economic development have accumulated. Prior to
2008, the Chinese economy expanded at a rate of between 8 and 14 per
cent. During the crisis, China showed itself to be astoundingly robust.
Since 2011, however, the rate of growth has plummeted. In 2014, growth
was seven per cent. This year, it could fall to five or six per cent.
This is still a considerable rate of growth. The question remains,
however, whether these rates are really achievable.

ZEW Lunch Debate in Brussels - Digitisation Will Change the Workplace:
Digitisation is making rapid progress, thereby shaping the way in which
people communicate. At the same time, Information and Communication
Technologies (ICT) are being increasingly implemented in the workplace.
Digitisation of the entire supply chain is a worthy aim; one which will
lead to increased growth and greater levels of innovation. Until now,
this process of digitisation has been largely determined by
corporations in Asia and North America. In order to regain Europe's
competitiveness in this field, the European Commission has initiated
the "Digital Agenda for Europe". The focus of the Lunch Debate
"Europe's Digital Future: Prospects and Challenges", which took place
on February 17, 2016, at the Representation of the State of
Baden-Württemberg to the European Union in Brussels, organised by the
Mannheim Centre for European Economic Research (ZEW), were the
challenges posed to society, politics and the economy by the process
of digitisation.

ZEW Researcher Presents International Climate Policy in School:
In December 2015, 60 pupils from the 11th grade of the
Karl-Ritter-von-Frisch Gymnasium, a high school in Moosburg, gained
more insight on international climate policy and the latest climate
agreement in Paris. Dr. Christiane Reif, a researcher of ZEW's Research
Department "Environmental and Resource Economics, Environmental
Management", introduced the adolescents to an economic perspective on
climate policy. For example, she explained why the world climate may be
considered a public good. After that, she gave an overview on previous
international climate negotiations, outlined the situation before the
climate conference in Paris, and explained the negotiation process as
well as important aspects of the resulting climate agreement. Dr. Reif
concluded her presentation with a short assessment of the next
necessary steps. Afterwards, pupils as well as teachers asked questions
and jointly discussed future challenges of climate policy.

The employees of the Centre for European Economic Research (ZEW) showed
their support for the organisation xundlachen e.V. - die klinikclowns
im rhein-neckar-kreis by means of a fundraising initiative. The
organisation's mission is to bring laughter, in particular, to young
and elderly patients in hospitals and nursing homes.

Parliamentary Evening of Rhine-Neckar Metropolitan Region and ZEW -
How to Sustainably Succeed with Energy and Climate Policy:

European Economic Research (ZEW) cooperatively hosted the fourth
parliamentary evening in Mannheim at the end of February 2016. The
event's main topic was how to balance international competitiveness and

Interdisciplinary Conference Ubiquitous Working (May 21-22, 2016):
The Centre for European Economic Research (ZEW) hosts the
interdisciplinary conference "Ubiquitous Working - Challenges and
Prospects of the Interconnected Working Environment" on May 21 and 22,
2016, in Mannheim. New technologies such as mobile devices and mobile
internet increasingly enable work tasks to be completed outside of the
classic workplace and beyond regular working hours. The ubiquity of
modern workplaces raises a number of research questions regarding both
causes and consequences of a trend towards new working arrangements.
This conference brings together researchers from the fields of
economics, work psychology, media psychology, occupational medicine,
and sociology. Interested researchers are invited to submit an
extended abstract, 2-3 pages, to ubiwork@zew.de no later than March 20,
2016.

The Centre for European Economic Research (ZEW) is pleased to announce
its 18th ZEW Summer Workshop in July 2016. This year's summer workshop
targets recent developments and empirical applications of structural
models for policy evaluation. The ZEW Summer Workshop provides a forum
for discussion between doctoral students and established experts in
their field of research. Advanced doctoral students and postdocs within
three years of completion of their doctorate are encouraged to apply.
Researchers interested in participating should submit a full paper
version (preliminary versions are welcome) and a CV as PDF file no

Third International ZEW Conference on the Dynamics of Entrepreneurship
(June 6-7, 2016):
The Centre for European Economic Research (ZEW) is pleased to announce
that the third international ZEW Conference on the Dynamics of
Entrepreneurship is taking place on June 6-7, 2016. The formation,
growth, and exit of firms are crucial for innovation, employment, and
structural change in modern economies. The aim of this conference is to
discuss recent scientific contributions concerning finance, human
capital, innovation, and the investment activities of young firms.
Papers introducing recent theoretical, econometric, and policy-oriented
studies from all areas of entrepreneurship research are invited. Please
submit your paper or an extended abstract (three pages minimum) as a

ZEW Economist Professor Sascha Steffen Awarded the Marjolin Prize:
Professor Sascha Steffen, head of the Research Department
"International Finance and Financial Management" at the Mannheim Centre
for European Economic Research (ZEW), has been awarded the SUERF
Marjolin Prize, along with his colleague Dr. Josef Korte from the
Goethe University Frankfurt. The award, which is bestowed each year by
the European Money and Finance Forum (SUERF) and the Deutsche
Bundesbank, is named after the French economist and former Secretary
General of the Organisation for European Economic Co-operation (OEEC),
Robert Marjolin.

On February 22, 2016, a six-person delegation from the Ministry of

During an intensive exchange of information, the visiting group from
Dr. Helmut Messer, unit head at MWK, gained insight into the

ZEW Study Defines Measures for Innovation Policy in Germany
Technological developments such as cloud computing, Big Data,
hyperconnectivity and Industry 4.0 open the way for the digital
transformation and are the basis for the development of new products,
services and business models, and for the reconfiguration of current
process. In short, such developments lay the groundwork for innovation.
The task of maintaining Germany's competitiveness throughout this
transformation is not only the job of businesses, but also depends on
policy. As part of the study "Innovation Policy in Germany - Measures
for More Innovation in the Era of Digitalisation", carried out on
behalf of SAP Germany, the Mannheim Centre for European Economic
Research (ZEW) developed recommended practices which will be crucial
in view of digitalisation, innovation and competitiveness.

summit to address the refugee crisis - A "European Fortress" Will not
Solve the Refugee Crisis:
In his analysis of the outcomes from the EU summit to address the
refugee crisis, held in Brussels, Professor Friedrich Heinemann,head of
the Research Department "Corporate Taxation and Public Finance" at the
Mannheim Centre for European Economic Research (ZEW), determines that,
"the conclusions drawn by the European Council in regard to migration
indicate a lack of creative drive on the part of the EU to solve the
refugee crisis."

ZEW-Erste Group Bank Economic Sentiment Indicator for Central and
Eastern Europe (CEE) - Downturn of Economic Sentiment:
Economic expectations for Central and Eastern Europe including Turkey
(CEE region) have declined in February 2016. In the current survey, the
ZEW-Erste Group Bank Economic Sentiment Indicator for the CEE region
has dropped by 14.5 points to a level of minus 9.6 points. Among the
individual countries, the indicators for Croatia (down by 11.7 points)
and Romania (down by 13.3 points) have seen the largest declines. The
ZEW-Erste Group Bank Economic Sentiment Indicator for Central and
Eastern Europe reflects financial market experts' expectations for the
CEE region on a six-month time horizon. The indicator has been compiled
on a monthly basis together with further financial market data by the
Mannheim Centre for European Economic Research (ZEW) with the support
of Erste Group Bank, Vienna, since 2007.

ZEW-CS Financial Market Test Switzerland - Economic Expectations
Continue to Worsen:
The ZEW-CS Indicator for the economic sentiment in Switzerland has
continued its decline in February 2016. Falling slightly by 2.9 points,
the index now stands at minus 5.9 points. Accordingly, the respondents
rather expect a slowdown in the Swiss economy. The ZEW-CS Indicator
reflects the expectations of the surveyed financial market experts
regarding the economic development in Switzerland on a six-month time
horizon. It is calculated monthly by the Mannheim Centre for European
Economic Research (ZEW) in cooperation with Credit Suisse (CS), Zurich.

ZEW Indicator of Economic Sentiment - Economic Outlook Continues to
Deteriorate:
The ZEW Indicator of Economic Sentiment for Germany has declined for
the second consecutive time in February 2016. The index has decreased
by 9.2 points compared to the previous month, now standing at
1.0 points (long-term average: 24.6 points). "The looming slowdown of
the world economy and the uncertain consequences of the falling oil
price put a strain on the ZEW Indicator of Economic Sentiment. In view
of these developments, the concern over an increased credit default
risk has already caused stock and bond prices for many banks in Europe,
Japan and the US to slump," says Professor Sascha Steffen, head of the
"International Finance and Financial Management" Research Department
at ZEW.

Direct Democracy in Germany - Referendums Are "Contagious" to
Neighbouring Municipalities:
Instruments of direct democracy such as citizens' initiatives and
referendums have an encouraging effect on neighbouring municipalities:
If a municipality conducts a referendum, the probability of a
referendum increases for neighbouring municipalities. This is the
result of a recent study conducted by the Centre for European Economic
Research (ZEW).

China Economic Panel (CEP) of ZEW and Fudan University (Shanghai) -
Expectations for Chinese Economy Worsen:
Expectations for the Chinese business cycle have worsened dramatically
in January 2016. The CEP Indicator, which reflects the expectations of
international financial market experts regarding China's macroeconomic
development over the coming twelve months, has deteriorated
significantly in the current survey period (18/01/2016-03/02/2016),
falling to a level of minus 20.7 points. This is by far the lowest
value recorded since the survey was begun in mid-2013.

1,600 Hidden SME Champions in Germany - Strong in Their Niche But Weak
in Growth:
The German economy has spawned many innovative SMEs who have a leading
position in the world market. The strength of these so-called "hidden
champions" lies in their focus on relatively small markets and their
high degree of specialization on particular products or applications.
The growth opportunities for hidden champions heavily depend on the
development of demand in these niche markets. According to the 2015
Innovations Indicator by acatech, the National Academy of Science and
Engineering, and the Federation of German Industries (BDI), only few
hidden champions manage to grow to be a large company.

German Information Economy - ICT Sector Enters New Year with Optimism:
The economic sentiment among businesses in the German information
economy is favourable at the moment, as suggested by the ZEW Economic
Sentiment Indicator for the Information Economy. The indicator stands
at a level of 63.5 points and thus remains above the crucial 50-point
mark. Despite a slight decline by about one point, the majority of
companies positively asses both their current business situation and
the economic outlook for the first quarter of 2016. This is the result
of a survey conducted by the Centre for European Economic Research
(ZEW) in December 2015 within the information economy.
