2016 ZEW/RCTI Workshop in Mannheim from June 30 to July 1, 2016:
The Centre for European Economic Research (ZEW) and the Research Center
for Technological Innovation (RCTI) at Tsinghua University are pleased
to announce the workshop "From Europe to China: Exploring New Frontiers
in Economics of Innovation and Entrepreneurship". The goal of the
workshop is to stimulate discussion between European and Chinese
researchers conducting related empirical and theoretical analysis. The
workshop will focus on policy implications of recent research with
particular emphasis on the Chinese and European economies. Interested
researchers are invited to register via email to Philipp Boeing at
boeing@zew.de no later than April 15, 2016.

Debate:
Claims of increasing inequality are constantly making the headlines.

Professor Achim Wambach, Ph.D., Elected New Chairman of the Monopolies
Commission:
Professor Achim Wambach, Ph.D., who will take office as the President
of the Mannheim Centre for European Economic Research (ZEW) in April
2016, is the new Chairman of the Monopolies Commission. Wambach has
been member of the Monopolies Commission since July 1, 2014. The
Commission members have unanimously elected him as their new chairman.

Q&A: The Minimum Wage - A Boon or Bane for the German Labour Market?
"The Minimum Wage is no Replacement for Necessary Educational
Policies":
While Germany did not introduce a statutory minimum wage across all
industries until the beginning of 2015, the minimum wage was and
remains a hotly disputed issue. With the minimum wage set to increase
in January 2017, the debate has taken on a new dimension in light of
the refugee crisis. The key question for many is: How does the minimum
wage impact the German economy? In this Q&A session, ZEW labour market
economist Terry Gregory explains that an excessively high minimum wage
can be harmful to the economy. He argues that wage growth should be
achieved first and foremost by a need-oriented education policy.

Professor Achim Wambach, Ph.D., Takes Over the Reins as President of
ZEW on April 1,2016:
Today, Professor Achim Wambach, Ph.D., signed the contract as the new
President of the Centre for European Economic Research (ZEW) in
Mannheim. He will take up his office in April 2016 as the successor
to Professor Clemens Fuest, who will leave for Munich on March 31,2016.

DIFI Report by ZEW and JLL - Solid Sentiment But Tightened Refinancing
Conditions for Banks:
The German Real Estate Finance Index (DIFI) has increased by 1.9 points
in the first quarter of 2016 to a current reading of 15.0 points. The
index thus continues the upward trend that has started in the previous
quarter. The increase is attributable to a more favourable assessment
regarding the financing situation of commercial real estate in the past
six months. The corresponding balance of positive and negative
assessments has improved by 6.8 points to a current reading of
31.7 points. The forecasts for the coming six months are less
optimistic. On balance, the index has fallen by 2.9 points to a current
reading of -1.7 points. Despite the slightly negative balance, a large
majority of 70.8 per cent of the survey participants still expect
financing conditions to remain consistently positive in the coming six
months. These are the key findings of the DIFI Report, a quarterly
survey on the German market for real estate finance by ZEW in
cooperation with JLL.

ZEW Co-Initiator Lothar Späth Dies Age 78:
Lothar Späth, who was Minister-President of Baden-Württemberg from 1978
to 1991, has died today at the age of 78. ZEW owes a great debt to
Lothar Späth as he played a substantial political role in the decision
to establish the research institute in 1990.

Dr. Ralf Krieger Elected Vice-Chair of the ZEW Supervisory Board:
At yesterday's Supervisory Board meeting of the Centre for European
Economic Research (ZEW), Dr. Ralf Krieger (51), member of the Board of
Management of the Freudenberg SE, was elected the new vice-chair of the
ZEW Supervisory Board. Krieger has been a member of the ZEW Supervisory
Board since November 9, 2015 as well as co-chairman of the ZEW
Sponsors' Association since December 2013.

Anna Salomons Visiting Researcher at ZEW:
Dr. Anna Salomons was a visiting researcher in ZEW's Research
Department "Labour Markets, Human Resources and Social Policy" from
March 17 to 25, 2016. She is Associate Professor at the School of
Economics at Utrecht University. Her research interests include the
impact of technological change on the labour market, social networks
in the labour market, determinants of the gender wage gap, and
immigration. During her stay, Anne Salomons participated in the DFG/ZEW
conference on occupations, skills and the labour market, presenting a
paper entitled "The Employment Effects of Routine-Biased Technological
Change in Europe".

Professor Christoph Breunig Visiting Researcher at ZEW:
Professor Dr. Christoph Breunig was a visiting researcher in ZEW's Research
Department "Information and Communication Technologies" from March 21
to 23, 2016. He is Assistant Professor of Economics at the Humboldt
University of Berlin. His research interests include econometrics,
theoretical microeconometrics, and nonparametric statistics. During his
stay, Christoph Breunig worked with ZEW researchers on a joint paper on
the estimation of empirical models, taking into account missing values
in survey data.

Martin Schmalz Visiting Researcher at ZEW:
Martin Schmalz, PhD, was a visiting researcher in ZEW's Research
Department "International Finance and Financial Market" from March 7 to
9, 2016. He is Assistant Professor of Finance at the University of
Michigan's M. Ross School of Business. His research interests include
topics in industrial organization, corporate finance, behavioural
finance, asset pricing, and financial economics. During his stay at
ZEW, Martin Schmalz held a lecture on ultimate ownership and bank

Sara Amoroso, PhD, was a visiting researcher at ZEW's Research
Department "Industrial Economics and International Management" from
February 1-29, 2016. She is a researcher at the Institute for
Prospective Technological Studies (IPTS) of the European Commission's
Joint Research Centre (JRC) in Brussels. Her research interests are in
the areas of empirical industrial economics, innovation economics, and
micro-econometrics. During her stay, she worked together with ZEW
researchers on a paper regarding foreign direct investments and
entrepreneurship.

ZEW-Erste Group Bank Economic Sentiment Indicator for Central and
Eastern Europe (CEE) - Economic Expectations Improve:
Economic expectations for Central and Eastern Europe including Turkey
(CEE region) have improved in March 2016. In the current survey, the
ZEW-Erste Group Bank Economic Sentiment Indicator for the CEE region
has increased by 14.3 points to a level of 4.7 points. Among the
individual countries, the indicators for Poland (up by 13.1 points) and
Hungary (up by 9.2 points) have seen the largest increases. The
ZEW-Erste Group Bank Economic Sentiment Indicator for Central and
Eastern Europe reflects financial market experts' expectations for the
CEE region on a six-month time horizon. The indicator has been compiled
on a monthly basis together with further financial market data by the
Mannheim Centre for European Economic Research (ZEW) with the support
of Erste Group Bank, Vienna, since 2007.

ZEW-CS Financial Market Test Switzerland - Economic Expectations Back
to Slightly Positive Assessment:
The ZEW-CS-Indicator for the economic sentiment in Switzerland has
risen by 8.4 points in March 2016 to a reading of 2.5 points. Thereby,
the economic expectations reach a slightly positive balance. Still, a
majority of 71.1 per cent of analysts expect economic growth in
Switzerland to remain unchanged. The ZEW-CS Indicator reflects the
expectations of the surveyed financial market experts regarding the
economic development in Switzerland on a six-month time horizon. It is
calculated monthly by the Mannheim Centre for European Economic
Research (ZEW) in cooperation with Credit Suisse (CS), Zurich.

ZEW Indicator of Economic Sentiment - Economic Sentiment Improves
Slightly:
The ZEW Indicator of Economic Sentiment for Germany has slightly
increased in March 2016. The index has improved by 3.3 points compared
to the previous month, now standing at 4.3 points (long-term average:
24.5 points). "The uncertainty associated with the future economic
development of important emerging economies, with the development of
the oil price and with the external value of the euro continues to call
for caution. Apparently, the renewed move of the ECB to considerably
ease its monetary policy has not had a substantial effect on economic
sentiment," says Professor Sascha Steffen, head of the ZEW Research
Department "International Finance and Financial Management".

EU Internal Energy Market - Unilateral Actions Taken in National
Energy Policy Threaten Integration in the European Market:
Unilateral decisions taken by individual national states in already
highly integrated electricity markets have significant financial
impacts on all market participants. This is the finding of a study
carried out by the Mannheim Centre for European Economic Research
(ZEW), which focused on two unilateral energy policies implemented by
Germany. Firstly, the immediate shut-down of five nuclear stations
following the disaster in Fukushima in 2011, and secondly, the
extension of renewable energies on the basis of the Renewable Energy
Act (Erneuerbare-Energien-Gesetz, EEG).

SMEs in Germany Lagging Behind in Terms of Their Use of Digital
Technologies and Services:
Small and medium-sized enterprises (SMEs) have certainly recognised
the importance of digitalisation to the same extent as businesses in
other economic sectors. There are, however, significant discrepancies
in terms of SMEs' use of digital devices, infrastructures and services.
This is the finding of a special assessment conducted by the Mannheim
Centre for European Economic Research (ZEW) in collaboration with TNS
Infratest as part of the DIGITAL Economy 2015 Monitoring Report on
behalf of the Federal Ministry for Economic Affairs and Energy (BMWi).

ZEW/Prognos Survey - Falls in Transport Volumes and Prices in Almost
All Markets:
Expectations for developments in transport markets over the coming
six-month period are unequivocal for both transport volumes and prices.
Experts partially expect to see significant falls. This is the case for
inland freight markets, road, rail and shipping freight, as well as for
air and sea freight. These are the findings of the Prognos/ZEW
Transport Market Barometer (TransportmarktBarometer) for the first
quarter of 2016. In this quarterly survey, Prognos AG, Basel, and the
Mannheim Centre for European Economic Research (ZEW) asks approximately
250 top executives from the transport and loading industry about their
expectations for the development of transport volumes and prices on a
six-month horizon.

China Economic Panel (CEP) of ZEW and Fudan University (Shanghai) -
Expectations for Chinese Economy Worsen Further:
Expectations for the Chinese business cycle have once again worsened in
the current survey period (15/02/2016 - 02/03/2016). Falling to a level
of minus 25.7 points, the CEP Indicator, which reflects the
expectations of international financial market experts regarding
China's macroeconomic development over the coming twelve months, has
reached the lowest value recorded since the survey was begun in
mid-2013.

ZEW Energy Market Barometer - Energy Supply Security to Improve Again
in the Short and Medium Term:
In 2015, energy supply in the EU has become more secure again, after
2014 had been characterized by uncertainty due to the Ukraine crisis.
This is the result of the current Energy Market Barometer of the Centre
for European Economic Research (ZEW). The EMB is a regular survey among
energy market experts about their opinion on the current development of
energy resources' security of supply.

Run:
In the coming six months, energy prices in Germany will remain stable.
Only in the medium run will wholesale customers have to reckon with
